William Matovu is a seasoned Development professional currently holding a position of the Country Director for Heifer International Uganda with 20 years hands-on work experience managing food security and livelihood-based programs.

He has overseen quite transformative programs at Heifer that focus on Women and youth empowerment and enabling smallholder to be on a path towards closing a living income gap. William’s interests and expertise are focused on market systems and value chain development, sustainable development and public - private partnership management. He has experience in strategic leadership and management with a focus on turning around organizations and foster growth. He is very experienced in leading teams and consortiums, designing and managing projects and providing technical assistance in several areas such as agribusiness, market led development, organizational capacity assessment and strengthening, policy analysis, relief and crisis recovery programming, and strategic human resource management.

Previously, he worked as a Country Project Manager for the East Africa Diary Development Project – EADDI (2008 – 2013), funded by Bill and Melinda Gates Foundation, managing a consortium of 5 international organizations that implemented the largest smallholder Dairy Development project in Africa.  William previously worked for GOAL (an Irish based NGO), Irish Aid/Embassy of Ireland, Plan International, Lutheran World Federation and UNDP.

He has published the following articles; Article in the Agricultural Finance Yearbook 2013, Bank of Uganda and Plan for modernization of agriculture, “Update on the Effectiveness and Replicability of the “Hub Approach” to the Management of Risk in Dairying in Uganda and Kenya. Article in the East Africa Agribusiness magazine issue 02-September 2012 “The start, collapse and revival of Uganda’s Dairy Industry”. Article in the Agricultural Finance Yearbook, 2009, Bank of Uganda and Plan for modernization of agriculture, “Dairy Investments by smallholder farmers”. Author, 2007, Gender mainstreaming strategy for the National Organic Agriculture Movement of Uganda. Co-author in a Peer Reviewed Journal:  MDPI; Improving Health and Wealth by Introduction of an Affordable Bacterial Starter Culture for Probiotic Yoghurt Production in Uganda, 2019.
